Developers play a critical role in leading DfS by understanding their organization's unique needs and challenges, and by establishing a tailored DfS library or specification.

​DfS involves proactively identifying and eliminating design risks right from the "project inception" stage, rather than shifting the responsibility to designers and contractors.

Any design risk that cannot be fully eliminated become residual design risks, which could pose significant lifecycle hazards during construction, operation, maintenance, repairs, equipment replacement, A&A and demolition activities.
